Chile Copper Output Falls to Lowest Since 2011 as Escondida Supervisors Strike
Labor actions and operational incidents in Chile have reduced copper output at a moment when IEA and S&P projections show persistent supply shortfalls through 2035. China’s acid export halt and protracted permitting add structural constraints. Argentina’s entry via Vicuña tests whether new capacity can offset Andean shortfalls before demand from electrification accelerates.
Chile's production decline stems from labor actions at Escondida and Centinela plus a fatal landslide at Codelco's El Teniente. National statistics place the monthly total at its lowest since February 2011. Cochilco projects full-year output at 5.27 million tons, down 2.6%. These disruptions occur while governments seek expanded output to meet external demand rather than constrain it.
S&P Global forecasts copper demand rising from 28 million tons in 2025 to 42 million tons by 2040, driven by grids, EVs, and AI data centers. The IEA maintains a 25% primary supply shortfall by 2035. China halted sulphuric acid exports to Chile in March, exposing over 1.1 million tons of leached output. This creates direct leverage over refined production volumes without requiring broader trade measures.
Permitting timelines in Chile reach 12 years in documented cases, while Peru faces 64 mining-linked social conflicts. Argentina's Vicuña project seeks a $7.1 billion final investment decision by year-end under RIGI incentives after zero national output since 2018. Each jurisdiction trades resource rents against domestic political constraints and operational continuity.
Supply-risk premiums have held copper near record highs. Further strikes or weather events from El Niño would widen the documented gap between stated investment targets and realized volumes through 2027.
Codelco: Chile national copper output stays below 5.4 million tons through 2026 if two or more major labor agreements remain unresolved by Q2 2025.
