According to an official Department of Homeland Security press release, Ever Omar Alvarenga-Rios entered the U.S. in 2014 and was released into the country under the Obama administration. Despite the 2018 removal order, he remained in the U.S. illegally in a jurisdiction with sanctuary-style policies that limit local cooperation with federal immigration enforcement. DHS stated that Alvarenga-Rios drove recklessly through Baltimore streets, ignored commands, attempted to flee on foot, and resisted arrest, resulting in injuries to both himself (including a concussion) and the two ICE officers.
