Navy Awards $5.1B Fixed-Ceiling Contract to HII for USS Truman RCOH Starting 2026

The contract funds the eighth Nimitz-class RCOH, encompassing reactor refueling, modernization across thousands of compartments, propulsion plant upgrades, and combat systems enhancements. Truman's prior 251-day deployment fired 1.1 million pounds of ordnance but included a February 2025 collision with MV Besiktas-M, relief of Capt. Dave Snowden, and loss of three F/A-18s to friendly fire, ditching, and hangar slip during ballistic missile evasion. Procurement records show HII's prior RCOH work on Nimitz-class carriers averaged 36-42 months; the Truman timeline aligns with this but lacks independent verification of supply chain resilience for combat systems components. Official Navy statements emphasize recapitalization readiness while incident reports reveal repeated operational degradation not addressed in the public contract summary. This overhaul occurs amid documented defense industrial base strains, including HII labor shortfalls noted in 2024 GAO reports on carrier availability. Combat systems upgrades will integrate new sensors and networks, increasing attack surface without disclosed cybersecurity hardening metrics from prior class overhauls. Work begins post-2026 with completion targeted for 2031; options could add $100 million. Delays beyond six months would trigger incentive penalties and impact carrier strike group rotations in the Atlantic and Mediterranean.
