The paper introduces a two-stage Chain-of-Thought pipeline that first classifies prompts into legal themes then retrieves and applies specific statutory articles. On 1000 red-teaming prompts covering discrimination, confidential disclosure, violence, fraud and vulnerable-person abuse, the method lowered violation rates 10 points beyond standard Constitutional AI while halving inference steps.

Data indicate the gain stems from narrower, human-authored legal anchors rather than broad value statements.
