The draft budget allocates 50 trillion roubles across three years for defense, with 2026 actual figures now classified. Net borrowing rises 26 percent to 5 trillion roubles while oil and gas revenue estimates fall to 7.6 trillion roubles. A new metals windfall tax and 459 billion roubles drawn from the National Wealth Fund are listed to cover the gap. State debt is projected to reach 21.7 percent of GDP, above the 20 percent threshold authorities previously deemed safe.
Procurement records and prior budget execution data reveal consistent under-reporting of war-related line items moved into other ministries. The 13.2 percent overall spending increase and 3.2 percent deficit target indicate that sanctions-reduced hydrocarbon income can no longer cover sustained high-intensity operations without deeper domestic extraction.
Independent verification of the figures is limited because 2026 totals are withheld and some military accounts sit outside the defense chapter. The pattern matches earlier cycles where announced procurement awards diverged from actual disbursements tracked through Rosoboronpostavka contracts.
Parliament receipt by 1 October will trigger further tax measures. Expect accelerated liquidation of liquid National Wealth Fund assets and possible additional borrowing above the 7.7 trillion rouble 2027 target if battlefield consumption continues at current rates.
