New Orleans AI 911 triage answered initial attack calls and delayed correct classification by 20 seconds due to geofence logic tied to prior crash records. The system operates without caller notification and only when humans are unavailable. Operational risk centers on misrouting of non-crash events inside existing incident radii.

Orleans Parish Communication District routes calls to the AI agent only when all human telecommunicators are occupied and the geolocation falls inside a 200-meter radius of a previously logged crash. The agent asks two scripted questions then either terminates the call or escalates. During the attack the first two callers reached the agent before any human; the system had already matched the location to an existing incident record and therefore classified the event as a hit-and-run.

FBI statements record the attack at 3:15 a.m. CST with 14 fatalities. OPCD Executive Director Karl Fasold confirmed the 20-second misclassification window to The Times-Picayune. Call recordings show the agent’s voice was synthetic and callers were not notified they were speaking to software. The same geofence logic that triggered the agent also prevented disclosure of the AI hand-off.

The deployment reveals a narrow but operationally critical failure mode: pre-answer triage decisions made without scene information can delay terrorism indicators. Connection to the computer-aided dispatch system supplies the geofence data yet supplies no mechanism to override classification once an attack deviates from prior crash patterns. This gap was invisible in routine motor-vehicle metrics.

OPCD plans identical agents for 311 service without mandatory disclosure. If staffing levels stay constant the fraction of AI-handled 911 calls will rise whenever simultaneous incidents exceed on-shift capacity.
