Norway Directorate for Education Directive 2026/14 prohibits generative AI in grades 1-7
Norway’s 2026/14 directive imposes network-level blocks on generative AI in elementary schools rather than teacher guidance. The measure operationalizes EU AI Act risk tiers through existing municipal filters and biannual audits. Enforcement begins August 2026 with grant penalties attached.
The directive requires schools to block access to ChatGPT, Claude, Gemini and similar services on municipal and county networks serving students aged 6-13. It exempts only non-generative assistive tools already approved under existing accessibility rules. Implementation falls to each municipality’s IT department with audits scheduled twice yearly by the Directorate.
