
NJ Court Transfers 15+ Radaris Domains to Atlas After Shell-Company Evasion of Daniel’s Law
Radaris domains were seized after documented evasion of New Jersey’s Daniel’s Law via offshore entities and fake officers. The ruling highlights systemic use of corporate shells by data brokers to frustrate removal requests. Independent tracing of ownership contradicts official denials and points to continued enforcement actions ahead.
The lawsuit revealed Radaris operators Igor and Dmitry Lubarsky used fictitious CEOs, shifting entities in the Marshall Islands, Seychelles and British Virgin Islands, and last-minute court appearances to avoid default judgments. Court filings documented privacy policies updated days before hearings and entities that did not yet exist when claimed as operators.
Evidence from Atlas investigators and domain records shows the Lubarsky brothers’ pattern of offshore incorporation matches tactics used by other people-search services facing state enforcement. Daniel’s Law imposes $1,000 per violation fines; the domain seizure bypasses collection difficulties by directly removing the data assets.
This case exposes how data brokers treat regulatory requests as delay tactics rather than compliance triggers. Similar shell-company rotations have appeared in FTC actions against other brokers, indicating the structure is industry-standard rather than isolated.
Atlas plans expanded suits against remaining Radaris-linked sites; the precedent may accelerate domain seizures under comparable state laws in California and Virginia within 12 months.
Atlas Data Privacy Corp: At least 10 additional Radaris-family domains will be transferred under Daniel’s Law enforcement actions before June 2026.
