U.S. Charges Albany Resident Jessica Bowie with Attempting Material Support to ISIS for Capitol Bomb Plot
DOJ unsealed charges against Jessica Bowie for an ISIS-inspired plot to bomb the New York State Capitol. Evidence rests on five weeks of physical surveillance, store receipts, and online statements captured via an undercover account. The case demonstrates routine U.S. domestic counter-terrorism practice of converting aspirational online activity into prosecutable material-support violations.
The criminal complaint details Bowie’s conversion to Islam five years ago, her use of twelve social-media accounts to pledge bay’ah to ISIS on 28 May and 17 July, and her July–August exchanges with an FBI confidential source posing as an ISIS facilitator in which she described plans to detonate an improvised explosive device inside the Capitol during legislative sessions. Court records show she purchased components at a home-improvement store and stated intent to kill state senators and destroy documents before exfiltration to Syria.
The case follows the standard post-2014 pattern of FBI disruption of low-capability ISIS aspirants inside the United States, where online contact with undercover operatives supplies the overt act required for material-support charges. Primary documents indicate no foreign direction or co-conspirators; the operation relied entirely on domestic surveillance and a single confidential human source.
New York State responded by elevating Capitol security posture and coordinating with the Joint Terrorism Task Force, consistent with routine federal-state information-sharing under existing fusion-center authorities. The episode illustrates the low marginal cost to federal authorities of preempting lone-actor plots once digital indicators are flagged, balanced against the continuing resource allocation required to monitor self-radicalized individuals.
Next steps include Bowie’s detention hearing and discovery of the full FBI affidavit; sentencing exposure under 18 U.S.C. § 2339B exceeds fifteen years if convicted.
DOJ: Arraignment completed and detention order issued within 14 days; no bail granted given flight-risk statements in complaint.
