PLA Leadership Purges Deepen Command Vacuum as China Sustains Gray-Zone Pressure on Taiwan

China's ongoing purge of senior People's Liberation Army (PLA) officers has left the Central Military Commission (CMC) with just two members—Xi Jinping and discipline chief Zhang Shengmin—creating significant leadership gaps at a time of sustained military intimidation toward Taiwan. According to CSIS analysis, the purges since 2022 have impacted over 100 senior officers, including six CMC members such as former Vice Chairmen Zhang Youxia and He Weidong, Joint Staff Department chief Liu Zhenli, and others like Miao Hua and Li Shangfu. In 2025 alone, 15 generals were officially purged, with dozens more absent from key events or under investigation. The National People's Congress formally removed Zhang Youxia and Liu Zhenli from their CMC roles in August 2026 following January investigations.

Taiwan's Defense Ministry has documented near-daily PLA aircraft, naval vessels, and coast guard activity around the island, including record ship deployments and exercises focused on blockade tactics, drone swarms, and early-stage isolation of supply lines. These gray-zone operations—combining military drills with law enforcement patrols—persist even as the PLA grapples with command instability. Analysts cited in reporting note that political loyalty now outweighs operational expertise, potentially limiting Beijing's options beyond continued harassment rather than full-scale invasion. The upheaval coincides with preparations for the CCP's 21st National Congress, raising questions about readiness for the 2027 military modernization goals. While the purges consolidate Xi's control, they risk creating a sycophantic or inexperienced high command, amplifying uncertainties in cross-strait dynamics amid broader regional tensions.
