Round River: How FBI's 2020 Counterintelligence Operation Targeted Biden Critics and Shielded Family Scandals

Declassified documents and congressional oversight have illuminated 'Round River,' a little-known FBI Foreign Influence Task Force (FITF) operation launched around December 2019 that categorized prominent Republicans—including former Attorney General Bill Barr, Secretary of State Mike Pompeo, Sens. Chuck Grassley, Ron Johnson, Lindsey Graham, and Rep. Jim Jordan—as 'conduits' of Russian disinformation, while flagging Joe and Hunter Biden as 'targets.'

House Judiciary Chairman Jim Jordan's September 2, 2026, letter to FBI Director Kash Patel demands all documents on the operation, which involved 53 confidential human sources (CHSs). At least 14 provided derogatory information on Biden family dealings with Ukraine's Burisma, including reports dating to 2015 of influence peddling and fake contracts. Patel has confirmed the FITF's termination and an internal review, noting the operation may have selectively undermined investigations rather than neutrally assessing threats.

This runs parallel to the October 2020 letter from 51 former intelligence officials, organized after a call from then-Biden campaign adviser Antony Blinken to Michael Morell. Morell testified the effort aimed partly 'to help the Vice President win the election,' despite no evidence of Russian involvement. Former Obama-era analyst Thomas Kuhns filed a February 2026 complaint with the Intelligence Community Inspector General, concluding the letter exhibited 'characteristics consistent with coordinated intelligence deception operations.' The ICIG referred it to the DOJ IG in May 2026.

The laptop at the center—possessed by the FBI since 2019 and later authenticated by Washington Post cryptography experts—exemplifies the pattern: intelligence tradecraft repurposed domestically, with minimal accountability. As Patel prepares disclosure of tens of thousands of pages, questions mount about institutional guardrails, electoral interference, and the erosion of public trust in agencies meant to protect democracy rather than partisan narratives.
