Google Privacy Update Ties Gemini Personal Intelligence to Ad Targeting Signals
Google's policy change allows AI-personalized data from Gmail and Photos to support ads when users activate Personal Intelligence. The move aligns with broader industry monetization trends but increases data linkage risks outside default protections. Independent verification of actual usage remains limited to policy text.
Google revised its privacy policy to clarify that enabling Personal Intelligence in Gemini or AI Mode allows processing of content from connected services for ad personalization. The change applies globally outside restricted regions and activates only after users opt into linking accounts. Default settings still bar direct use of those sources for ads absent explicit connection.
The update follows the January 2026 beta rollout of Personal Intelligence, which pulls emails, photos, and chat history to generate responses. Android Authority first reported the language. OpenAI's concurrent expansion of ads in ChatGPT across 89 countries shows parallel monetization pressure, though OpenAI claims conversation data remains isolated from advertisers.
This creates an attribution split between technical access and official claims of user control. Procurement and policy filings reveal consistent expansion of data-sharing defaults across Workspace products since 2023, with opt-out friction increasing. Regulators in the EEA and UK already block the feature, indicating enforcement divergence.
Next steps include monitoring opt-out rates via Search personalization settings and potential FTC or state AG inquiries into whether consent flows satisfy emerging AI data rules. Contract awards for Google's ad infrastructure continue without public limits on AI-derived signals.
Google: Opt-out completions for Personal Intelligence connections surpass 35 percent among U.S. beta users by March 2027.
