DHS PITT Units Feed Financial Data to Local Police for Pretext Stops

PITT teams, revealed in a May 2023 Montana Highway Patrol stop of Kyle Olson, received DHS intelligence on banking patterns and routed it to state officers who cited an obstructed plate. Olson's discovery documents named Agent Matthew Phelps and the Spokane Sector TID-PITT as the source. The stop yielded marijuana charges after a DUI test. An earlier AP report documented the same program routing ALPR hits to similar pretext stops across border sectors.

Internal DHS documents and the Olson bodycam footage show parallel construction: officers were instructed to generate independent reasons for contact while withholding the financial trigger. CDT deputy director Jake Laperruque noted that synthetic probable cause cannot be reviewed when the originating dataset remains classified. No public audit or accuracy metric for PITT predictions has been released.

The practice merges border surveillance authorities with routine domestic policing, extending financial-habit scoring beyond any statutory border nexus. Existing ALPR and bank-data sharing agreements lack statutory limits on retention or secondary use by non-federal agencies.

Civil-liberties groups have filed parallel FOIA requests; results are due within 60 days. DHS has not confirmed whether PITT protocols will be revised or expanded to additional sectors.
