
EU AI Gigafactories Demand 100000 Nvidia GPUs Each at 11.7 Percent Domestic Chip Share
EU policy simultaneously accelerates AI compute demand and fails to secure advanced chip supply. The resulting Nvidia lock-in and supply-chain exposure directly contradict stated sovereignty goals. Demand-side measures in Chips Act 2.0 will not close the gap before 2028.
The 2023 Chips Act set a 20 percent global manufacturing target for 2030. Chips Act 2.0 adds demand-side instruments including public procurement and user-producer coordination to close the gap. CEPS analysis shows each gigafactory site alone consumes 100000 GPUs while the original supply-side focus produced no measurable increase in advanced-node capacity.
CEPS data and project announcements record Mistral at 13800 Nvidia GPUs, Deutsche Telekom at 10000 Blackwell units, and Nscale at 12600 Blackwell Ultra GPUs scaling to 66000 by 2027. European Court of Auditors projections confirm the 20 percent target will be missed, with market share expected to reach only 11.7 percent. All listed deployments rely on US-designed, Asian-fabricated silicon.
The dependency trap arises because AI infrastructure timelines precede any European advanced-node ramp. US firms retain design and IP control while Asian foundries hold process leadership; EU fabs remain limited to trailing-edge nodes. Public procurement under Chips Act 2.0 cannot redirect demand until domestic alternatives exist at scale.
Commission procurement rules and the Cloud and AI Development Act will lock in current supplier patterns through 2027. Local design startups lack both volume and software stack parity with CUDA, extending the period of external dependence regardless of factory construction progress.
