ProPublica obtained the Tomales Bay Capital LP roster listing at least twelve addresses in mainland China, Hong Kong, and Russia. The largest disclosed Chinese position originated from an MPCi vehicle. MPCi simultaneously backed two satellite operators later sanctioned for Wagner Group and Iranian IRGC support. No CFIUS filings for these limited-partner interests appear in the public record.
SpaceX IPO documentation explicitly excluded new Chinese and Hong Kong purchasers citing regulatory risk. The pre-IPO stakes predate that restriction and were routed through a single U.S. intermediary. Quarterly valuation statements were the only information reportedly shared; however, limited-partner status still confers legal rights to inspect fund books containing non-public program milestones.
The pattern matches documented PRC investment screening evasion tactics identified in the 2024 CFIUS annual report on aerospace and satellite supply chains. Parallel MPCi participation in Ministry of Science and Technology aerospace funds creates direct conflict-of-interest vectors for any technical or strategic data that reached the limited partners. Operational exposure remains unquantified because SpaceX has released no investor-access audit.
DoD supply-chain reviews scheduled for 2027 will test whether passive LP status insulated classified programs; absence of such an audit within twelve months would indicate continued blind spot in foreign capital monitoring.
CFIUS: Mandatory review of Tomales Bay SpaceX LPs will be announced within 180 days with at least three additional PRC-linked entities disclosed.
