Microsoft Binds AI Tools to AFT Contract Terms Blocking Student Data Training from November 1

The $23 million Microsoft-OpenAI-Anthropic grant that funded AFT’s National Academy for AI Instruction creates an obvious financial overlap that the union has not addressed in public statements.

New York City and Los Angeles districts imposed one-year AI moratoria while auditing ed-tech contracts; Microsoft’s nationwide rollout therefore lands against an existing enforcement vacuum. Google, which holds the largest share of K-12 identity and productivity contracts, has issued no comparable commitment, leaving the dominant platform outside the new standard. Procurement records show Google Workspace for Education already ingests student interaction logs at scale.

The agreement sidesteps age-appropriate deployment thresholds and does not limit inference on aggregated behavioral data. Prior defense and education procurement patterns indicate that once telemetry pipelines are normalized under privacy language, downstream model fine-tuning often proceeds under safety or efficacy exceptions.

Independent verification of audit reports will be required; past union-corporate education pacts have shown delayed or partial compliance when enforcement relies solely on self-reported metrics.
