Spectrum holdings in the United States are allocated by the Federal Communications Commission under statutory criteria that prioritize efficient use and national security review. This consolidation carries reciprocal costs: terrestrial carriers lose spectrum optionality while SpaceX accepts heightened regulatory scrutiny over orbital debris and foreign-equipment sourcing.

Next regulatory milestones include final licensing for direct-to-cell operations and any required national-security conditions attached to the transfer. Market pricing will test whether the 48 percent gain sustains once these conditions are published.
