Pentagon, Lockheed Seal 10-Year Framework for 850 F-35s at 85 Jets Per Year
The 10-year F-35 framework trades long-term production certainty for Lockheed-funded industrial base improvements, directly addressing documented readiness shortfalls. Congressional approval of multiyear authority and sustained funding remain the binding constraints before any contract can be executed. The deal aligns with Air Force plans for 1,509 fighters by 2035 while exposing the gap between stated production goals and current annual appropriations.
Both House and Senate versions of the FY2027 NDAA authorize multiyear F-35 procurement, yet the Senate bill remains stalled until after the midterms and a continuing resolution caps spending through 11 December. Without full-year appropriations and merged authorization language, the framework cannot convert into an executable contract. Lockheed has stated the arrangement will improve mission-capable rates by removing annual contracting friction.
Acquisition office: Multiyear F-35 contract executed by 31 March 2027 if NDAA clears conference and FY2027 appropriations exceed CR levels by $2B+.
