Île-de-France Simulation Projects 3.76-Minute AED Access Gain via Drone-Fixed Hybrid Network
Simulation evidence shows hybrid drone-fixed AED networks can achieve near-universal five-minute coverage in a major European region without massive new hardware investment. Real-world validation requires prospective trials measuring actual survival and regulatory approval for beyond-visual-line-of-sight flights. Key unknowns remain bystander compliance and integration with existing emergency dispatch systems.
The study modeled three strategies on IRIS census units: expanding fixed AEDs to 3,605 units, drone delivery alone, and a hybrid approach. Drone bases were tested at existing AED sites, mobile intensive care units, and fire stations. Hybrid deployment extended effective range to 3,900 meters while limiting new fixed units. Time savings exceeded 10 minutes in peripheral and congested zones, directly addressing documented rural-urban access gaps.
European Resuscitation Council: At least one French region will launch a regulated drone AED pilot by end-2027 with measured median response time under 6 minutes in 70% of rural activations.
