Microsoft Cuts Claude Monthly Spend Caps 90% to $10k; Meta Halves Internal Users to 30k
Meta and Microsoft imposed sharp internal restrictions on Claude usage to control costs and favor proprietary coding tools. Data shows 90% spending cap reductions at Microsoft and 50% user drops at Meta, while customer access and payments remain elevated. The moves highlight competition, security oversight, and budget discipline over outright disengagement.
Microsoft instructed employees to reduce Claude usage after internal forecasts showed Anthropic spend exceeding $1 billion annually. Actual limits dropped by over two-thirds in the cloud division. Client access to Claude via Azure remains unrestricted and revenue from external customers continues to grow. The shift prioritizes proprietary tools without terminating the commercial relationship.
Meta recorded a parallel decline in Claude Code seats, attributed primarily to migration rather than headcount reduction. Internal data shows MetaCode now exceeds 30,000 users and Muse Code exceeds 6,000. The company still paid Anthropic more than $105 million over a 28-day period during the transition. Both firms remain major Anthropic customers while competing directly in model development.
Security teams note that moving between coding assistants does not remove risks of automated file access and credential exposure. Prior Claude Code vulnerabilities enabled command execution and API key theft; analogous issues appeared in GitHub Copilot via RoguePilot. Budget controls therefore function as both cost and governance measures.
The pattern indicates tightening internal governance of frontier models rather than reduced demand. Companies with competing products are applying spend discipline first to employees, preserving external revenue streams.
Microsoft: internal Claude token volume will fall below 25% of Q3 2024 levels by March 2025.
