Similar patterns appear in a 2023 Lancet Public Health study of 312 English schools where HFSS availability correlated with 18 percent higher pupil purchases. The absence of compliance monitoring mechanisms in the 2027-2028 rollout leaves enforcement dependent on voluntary reporting.
