Environmental Law Institute Climate Judiciary Project Trained Judges in 11 Jurisdictions with Active Suits
ELI's CJP trained judges in states with active climate suits while maintaining donor and personnel links to plaintiff firms. The program shaped content in official judicial reference materials that were later withdrawn. Primary records show one-sided access without equivalent defense input.
State and federal officials now face documented evidence that a single network secured repeated, unopposed contact with sitting judges in every jurisdiction hosting major climate cases. Updated disclosure rules for judicial education programs and mandatory conflict vetting by the Federal Judicial Center would directly constrain future replication. Absent such changes, the same donor-advisor structure retains the channel to the bench.
Federal Judicial Center: Will publish revised conflict-of-interest rules for external judicial education programs by Q3 2026 or face congressional oversight hearings.
