China's EV Push in Canada Raises National Security Alarms Amid Broader Hybrid Threats

Brenda Shaffer's MLI report details risks from Carney's Chinese EV quota deal, including surveillance and grid sabotage, backed by official memos and international parallels; U.S. leaders express strong opposition.

A new report from the Macdonald-Laurier Institute highlights significant national security risks posed by Chinese electric vehicles (EVs) entering Canada under a January 2026 trade deal negotiated by Prime Minister Mark Carney. Authored by energy and national security expert Brenda Shaffer, the analysis warns that these imports could embed surveillance capabilities, data collection risks, and potential sabotage vectors in Canada's transportation and energy infrastructure.

The deal slashed tariffs on Chinese EVs from over 100% to 6.1%, allowing an initial quota of approximately 49,000 vehicles in the first year, with expectations of Chinese brands capturing up to 20% of the Canadian market. Vehicles began arriving in June 2026. Shaffer cites an internal Public Safety Canada memo obtained via access-to-information requests, noting that connected cars from 'high-risk vendors' could collect intelligence-valuable data on Canadians.

Shaffer's report extends beyond vehicles to Chinese-made port cranes and solar inverters, which dominate global supply and have been found with hidden communications equipment capable of remote disruption. Canada has imposed fewer restrictions than the EU or Lithuania on such technologies, despite commitments to deepen energy cooperation with China. Conservative Leader Pierre Poilievre has advocated banning Chinese vehicles near sensitive sites, while U.S. officials including President Donald Trump have criticized the arrangement, vowing to prevent spillover into American markets.

This fits patterns of hybrid warfare doctrines from China, Russia, and Iran targeting Western critical infrastructure. Corroborating reports from Reuters, Politico, and official Canadian government statements confirm the deal's terms and U.S. pushback.

⚡ Prediction

[National Security Analyst]: The influx of Chinese EVs could accelerate data exfiltration risks and infrastructure vulnerabilities in Canada, potentially straining U.S.-Canada trade relations and prompting stricter North American tech screening by 2027.
