DOE Commits $10.1 Billion to Constellation and Alliant for 3.7 GW Nuclear and Gas Additions
DOE redirected $10.1 billion in loans toward nuclear uprates and gas capacity rather than renewables. The commitments lock in 3.7 GW of dispatchable additions while imposing strict conditions on recipients. This sequence reveals a measurable pivot in federal energy financing priorities.
The Office of Energy Dominance Financing issued the Constellation commitment covering uprates at Braidwood, Byron, Clinton, Dresden, LaSalle, Quad Cities, Calvert Cliffs and Limerick, adding 1.1 GW in PJM and MISO. The Alliant loans, split $1.6 billion to Wisconsin Power & Light and $3.5 billion to Interstate Power and Light, finance 2.6 GW of gas, storage and upgrades in Iowa and Wisconsin. Both actions occurred within 48 hours under the restructured Loan Programs Office.
These moves align with the administration’s documented 5 GW nuclear uprate goal, of which 95 percent of capacity has been identified. Primary records show the shift from prior renewable-focused lending toward fleet modernization and gas additions that address documented reliability shortfalls in Midwest and Mid-Atlantic markets. Constellation must still clear technical, legal and financial conditions before disbursement.
The transactions reduce perceived risk for non-renewable baseload assets while raising the hurdle for new intermittent capacity seeking similar federal support. Alliant’s SEC filing records the loans as incremental to earlier $3 billion conditional authority, indicating continuity in utility financing but redirection toward dispatchable resources.
Further conditional commitments are expected for additional Constellation sites once milestones are met. Market participants will track whether the 5 GW target is reached by 2028 and whether gas loan volumes exceed nuclear uprate totals in subsequent quarters.
Constellation Energy: 0.9 GW of contracted uprates reach commercial operation by Q4 2027
