Apple Waives Foundation Models API Fees for Developers Under 2M Downloads

Apple announced at its June 2026 Worldwide Developers Conference that developers with fewer than 2 million first-time App Store downloads gain no-cost access to Foundation Models running in Private Cloud Compute. “It’s access to frontier-tier level intelligence with unparalleled privacy protections, because getting started exploring ideas shouldn’t be held back by infrastructure costs,” the presenter stated. The change expands the Foundation Models framework to image input and third-party server model integration.

The policy mirrors Apple’s 2021 Small Business Program, which cut App Store commissions to 15 percent for developers earning under $1 million annually, a threshold that captured roughly 95 percent of paid apps according to Apple’s own data. Industry-wide AI spend compression is evident in Meta and Amazon’s 2025 discontinuation of internal token leaderboards and Uber’s report that it exhausted its full 2026 AI budget by April, patterns that indicate token pricing pressure is now extending to platform gatekeepers.

By removing cloud API charges for the long tail of developers, Apple directly reduces variable costs that previously limited experimentation, a move that will alter revenue distribution for third-party AI tooling providers and accelerate integration of on-device plus private-cloud inference in new apps within the next 12 months.
