Europe’s Retrofitted Housing Stock Drives Surge in Inefficient Portable AC Units
Europe’s building regulations, shaped by prior decarbonization goals, have produced a housing stock unable to shed summer heat. Recent record temperatures have accelerated adoption of inefficient portable ACs whose installation reveals both daily discomfort and the absence of coordinated cooling policy. The result is a structural adaptation driven by consumer improvisation rather than institutional redesign.
Absent mandatory cooling standards or subsidies for whole-building retrofits, the default trajectory is continued diffusion of low-efficiency portable units, higher summer emissions, and widening indoor-heat inequality between owners who can afford better systems and renters who cannot.
IEA: Share of UK dwellings with mechanical cooling will reach 12 % by end-2029, lifting residential summer peak demand 8 % above 2025 levels.
