Resource dependence leaves Japan exposed to any closure of Hormuz, which carries roughly 20 percent of global LNG trade. Official import data show fuel costs for power supply have now reached the highest mark in three and a half years. The same pattern appears across other Asian importers that have substituted coal for gas on cost and volume grounds rather than stated decarbonization targets.

Continued heatwave conditions forecast through mid-week will sustain elevated consumption. If spot LNG remains above $20 per MMBtu, utilities face sustained margin pressure that will transmit directly into retail tariffs. METI has not yet signaled additional strategic reserves releases, indicating preference for market adjustment over immediate fiscal intervention.

The two-sided ledger shows short-term price relief from coal substitution offset by higher long-term import bills and reduced flexibility in the event of further supply shocks.
