1989 US Trade Report Named BTRON Unfair Barrier, Blocking School Rollout
US trade documentation directly terminated BTRON's school deployment. ITRON succeeded in embedded markets while BTRON's advanced features were abandoned. Outcome locked Japanese computing into foreign standards for three decades.
Ken Sakamura launched the TRON project in 1984 at the University of Tokyo to create a vertically integrated stack from ITRON embedded kernels to BTRON desktops and CTRON switches, including a custom TRON VLSI CPU fabricated by Hitachi as the Gmicro/200. BTRON replaced file systems with a hypermedia document model and defined TRON Code supporting 1.5 million characters across 31 planes. The 1989 report directly referenced BTRON's planned deployment in 10,000 schools as an unfair procurement practice. Deployment records show ITRON shipped in over 100 million embedded units by 2000 while BTRON reached only limited commercial workstations before cancellation. Masayoshi Son's early advocacy for BTRON later shifted toward PC-9801 compatibility, removing domestic market support. The TRON CPU architecture achieved no volume outside Japan, confirming the trade action prevented any sustained silicon or OS footprint. US pressure aligned with contemporaneous Semiconductor Trade Agreement negotiations that forced Japanese DRAM capacity cuts. BTRON's character encoding and real-time peripheral bus never reached standardization bodies, leaving Unicode and USB as the surviving global defaults. Operational outcome was a permanent split: ITRON persisted in Japanese appliances while desktop and server layers defaulted to imported Unix and Windows variants. No subsequent Japanese government project attempted comparable vertical integration until the 2020s RISC-V initiatives.
