A $2 billion CHIPS Act package establishes Anderon, IBM's 300mm superconducting silicon quantum foundry in Albany, New York, on May 21, 2026. The Department of Commerce provides $1 billion in incentives while IBM contributes $1 billion in cash plus IP and assets, with the government taking minority equity stakes across nine recipients. Additional awards include $375 million to GlobalFoundries and $100 million each to D-Wave Quantum, Rigetti Computing, Infleqtion, Atom Computing, PsiQuantum, and Quantinuum, plus $38 million to Diraq.
